Rental Assistance:
CASFB is happy to provide various housing services to those facing housing insecurity. We offer several services including rental/deposit assistance, application fee assistance for housing, help with landlord-tenant mediation, limited-scope housing legal advocacy and eviction prevention classes. Through these programs we hope to be able to help you and your family build confidence and gain the tools to obtain housing stability. Application Fee Assistance
With housing becoming more expensive to apply to. We have a small fund to be able to help those facing housing insecurity with covering some of the fees associated with applying for housing. Things like application fees, holding fees and leasing fees. This is limited to a maximum of $500 per household. Because of this, to qualify, we will need the information for the rental unit you are trying to apply to, the cost of the fees, and you need to show that you have a relatively good chance at being approved for the unit. Rent and Deposit Assistance 
Our rental assistance program is meant to help low-income individuals and families that are either homeless or are facing eviction with short-term rental and/or deposit assistance. It is targeted to those facing temporary challenges that kept them from paying their rent normally such as medical emergencies, DV, temporary layoffs, etc. We can with up to 3 months' worth of current or back rent depending on the situation. Currently due to funding restrictions we can only help those in Utah, Wasatch and Summit counties. Approval for rental assistance is on a case-by-case basis and depends on your circumstances. However, some initial factors that will determine eligibility depend on:
  • If the unit is in Utah, Summit and Wasatch counties.
  • If it is a private unit. Unfortunately, room, land or subleased rentals do not qualify.  
  • If you have/had a 1-year lease contract for the unit. 
  • If you are a US citizen or have Permanent Residency (Green Card). Unfortunately with our current grants, we cannot help those on asylum, student visas or temporary work visas.
  • If you have income and/or benefits that will aid you in maintaining the unit after our assistance. 
 
To get your application started:
  1. Firstly, do the initial intake either online or in person and input you and your household's information. 
    1. After submitting your information online, a case manager will reach out to your via email and can help with any questions you have if you cannot come in person. 
  2. You will have to come in person to our Provo office to fill out some forms and submit documents. You will need to bring:
    1. Photo IDs, Social Security Cards and US Birth Certificates* for all adults (18+) in the household. 
    2. Social Security Cards and US Birth Certificate* for all minors (17-) in the household
    3. A copy of your lease.
    4. A copy of your eviction notice and/or Summons/Complaint. (if applicable) 
    5. All identifying documents such as IDs and social security cards must be the original document and be brought in person. We cannot accept photos or scans of the original document as they can be forged. US Birth Certificates can be swapped out for a US Passport, Permanent Residency Card (Green Card) or Certificate of Naturalization (US Citizenship).
  3. Once those documents are submitted to your application and the Case Manager that is in charge of your application says that the documents look good, your application will be added to our waitlist. 
  4. The waitlist is due to the amount of applications we have received. It varies, and can be from 1-4 weeks. Your case manager will give you a good faith estimate on how long the waitlist is. 
  5. During this time you will need to attend our Eviction Prevention class. Depending on the situation you might be recommended to take our financial education classes as well. 
 
During this time, our case managers can reach out to your landlord/property manager to help mediate the situation. If things progress, you will be referred to our Housing Community Justice Advocate for further help. Note: we cannot guarantee assistance until the application is picked up, and the Rental Case Manager approves the application.
 
Once your application is next, one of our Rental Case Managers will reach out to you to determine if your application will be approved or not. They will ask for some more documents such as Bank statements and pay stubs from the last 3 months, any other income verification, the landlord's info, and some documentation the grant requires. Determining if your application is approved will depend on your situation but ultimately if you can show that you will be able to maintain the unit after our assistance, that will help the case manager to approve your application. This process, if all documents are submitted promptly, can take a few days. Afterward the apartment will need to be inspected to ensure that the rental unit is safe, in accordance with the Lead Safe Housing Rule and EPA’s Renovation, Repair and Painting (RRP) Rule, and fits within Rent Reasonableness. The inspection usually takes 3-5 business days. One everything is done, you landlord/property manager will be paid directly.

Rental Assistance Requirements and Eligibility

  • What does the process look like?

    - After filling out the online initial intake form, a Rental Case Manager will email you with next steps and a list of documents needed.

    - To ensure your case gets moving, please turn in the documents as requested promptly.

    - Once ALL documents are submitted, you will be added to the waitlist.

    - Your case will remain on the waitlist until it is picked up by rental processing staff.

    - All rental assistance applicants will be required to attend our Eviction Prevention class. Completion of the program is required before you can be approved for assistance.

    - You will continue to work with the rental processing staff to ensure all documentation is in order

    - Once the rental processing staff determines eligibility, you will be notified.

  • What Documents are required to determine eligibility?

    - Government-issued photo identification for ALL adults in the household

    - Birth Certificates and Social Security Cards for ALL household members.

    - A copy of the lease (must be 12 months and/or have had a 12-month lease and now on a month-to-month for the same location.

    - Verification of income (last 3 months of pay stubs, child support order, Social Security determination, benefits letter, etc.)

    - Verification of hardship (explanation of why they need assistance)

    Note: Rental case manager and rental processing staff will ask for additional documentation once eligibility is determined.

  • How do I know I am eligible?

    Eligibility is determined on a case by case basis. A lot of factors go into the decision.

    With our current grant funding, CASFB is only able to provide rental assistance for U.S. Citizens and permanent residents (Green card holders).

    - Must have need and facing a crisis.
    - Must be low to moderate income (below 80% of the Area Median Income).
    - Rental must be in Utah, Summit, and Wasatch counties (some limitations due to funding).
    - Must be able to sustain rent past assistance.
    - Rooms, mobile home pad rent, subleasing, etc. are ineligible.

    Note: Rental assistance is only for past owing rent or initial leasing costs for rapid rehousing.

Need utility assistance?

We offer limited utility assistance in Provo, Orem, and Spanish Fork City.  This is for city utilities only.  To start the process, complete the online initial intake form. Once complete, a staff member from the Financial Learning Center will reach out with the next steps.   To qualify for assistance, you must have a late or shutoff notice. You may also want to reach out to the HEAT program.
