CEO

Tom Hogan brings more than 30 years of nonprofit leadership to his role as Chief Executive Officer at Community Action Services and Food Bank. After serving for five years as the organization’s Chief Operating Officer, Tom stepped into the CEO position with deep institutional knowledge, a strong commitment to mission, and a heart rooted in community service.

A proud graduate of Utah State University, Tom holds a bachelor’s degree in Family and Human Development with a minor in Human Resource Management and has pursued postgraduate studies in the same field. His career began in early childhood education as a Migrant Head Start Center Director, and his path has led through a wide range of human services roles—including nearly a decade leading the Cache County Senior Citizens Center, where he oversaw programs like Meals on Wheels.

Throughout his career, Tom has worked with purpose and passion to support families, promote self-reliance, and help communities respond to change. Whether guiding teams through the challenges of a pandemic, advocating for housing stability during periods of soaring inflation, or helping launch new programs for food access and basic needs, Tom leads with care and conviction.

He has served on several community boards, including the Cache Valley Transit District, and has been an active member of service clubs such as the Logan Lions Club, Springville Kiwanis Club, and leadership roles in Logan’s Troop 1 Boy Scouts.

What Tom finds most meaningful, though, is witnessing the generosity of the community in action—and the quiet, sometimes tearful joy on the faces of those who receive that kindness. “It’s a beautiful crossroads,” he says, “to watch both the giving and the receiving—and to be reminded that we all belong to each other.”

Caitlin brings nearly a decade of experience in public service to her role as Chief Operating Officer. With a background that spans both state government and local community action agencies, she brings a unique perspective to the work of fighting poverty, empowering families, elevating the voices of the people that we serve, and building stronger communities.

A firm believer in equity, access, and accountability, Caitlin leads with her heart and strategy-ensuring that internal operations are aligned with the agency’s broader vision of transformational change. Her work is driven by lived experience and a lifelong commitment to uplifting others.

Outside of the office, Caitlin is a proud mom of four, a classically trained opera singer, and a lover of quiet movie nights with her husband. These joys fuel her passion for creating a world where all individuals and families can thrive.

CIO

Jessica Miller serves as the Chief Impact Officer of Community Action Services and Food Bank. Jessica helps spread the word about all the good CASFB does in the community. She also connects with community leaders, organizations, and individuals who want to make an impact within the community through donations, volunteering, communication collaboration, or issue advocacy.

Public service was important for Jessica growing up in a military family and influenced her decision to study and graduate with a BA/MA in Public Policy. Over the past 14 years, she secured funding for afterschool programs, school security projects, gang & substance abuse prevention activities, mental health supports, diversity & equity initiatives, and much more.

Says Jessica, “I feel fortunate that I now get to apply both my experience in housing and my experience advocating for critical programs & services here at CASFB.”

CAO

Wendy Lawson serves as the chief administrative officer of Community Action & Food Bank. Wendy has been a vital part of Community Action since July 2021, when she began her work as an executive assistant to Karen McCandless (CEO). Wendy has over 35 years of previous administrative experience, which makes her a trusted partner in the organization.

Wendy ensures team members have the support, policies, procedures, and technology in place so they can help provide essential services to our guests. She also coordinates the collection and organization of data, focusing on the impact of CASFB’s outreach and initiatives throughout Utah, Wasatch, and Summit counties.

Wendy lives with Molly, her wife, and their two cats, Gus and Ernie. She has five children and nine grandchildren (six boys and three girls).

Says Wendy, “I am so grateful for the opportunity to be able to serve my community with my strengths and my love of numbers.”
